What does 'chaining' pokemon mean and how do you do it when hunting shiny pokemon using the poke radar?

When you use the Pokeradar, you se patches of grass that wiggle. If you use a set of rules, you can encounter many many of the same Pokemon in a row. Then once you get from 20-40 Pokemon in a row, you have chances to get Shiny of that Pokemon.
