It depends upon which state you live in. In the state that I live in, if you 12, you can own and possess any long gun. You can hunt anything but turkey and big game without a license if you are a resident of the state. You can hunt within sight and sound range of an adult or you can take hunter safety and hunt by your self. Deer and turkey licenses are about $15.00 each for youth.
